Yes you can. The Lego house is located 10 minutes away from Legoland and the store does not require you to visit the Lego house attraction itself.

Can you acces it with out going to legoland
Visited on the 27th and it's still pretty much the same
Just submitted ten photos of the current PAB taken by a pal who works at the house, with permission. Unscaled this time ;)

Unfortunately the lego house didn't have a board up when I visited earlier this week. Took photos of every single container and edited it together.
